According to Mandik, a conspiracy theory should cover 5 elements, those being that it has to be an explanation of, historical events in terms of, international states of multiple agents (the conspirators), those people intended the historical events in question to occur, and keep their intentions and actions secret. Unlike both Coady and Keele, he chose to not include the element of conspiracies to conflict with the official story of said event.

MK Ultra was an illegal experiment conducted in 1973 that was kept a secret from the media due it consisting of torturing and killing of American and Canadian citizens without consent. People were drugged and electro shocked to see how brainwashing worked and how the mind was easy to manipulate. This was done so prisoners of war could be easy to manipulate and control to get them to confess. This hidden project sparked a lot of people to hate the CIA due to the secrecy of it, the lack of concent from participants, and due to the intent to cover it up. Shows, like Stranger Things, were inspired by said events and lead to a lot of projects being created.

Based on the first element, MK Ultra checks it off since it is an explanation of an event that did occur. It is an explanation of the secretive activities that were occurring in hospitals and schools without acknowledgement of the people that frequently habited those places.

The second element is covered by Project MK Ultra since it did take place in the past, the 70s to be exact, and it is a past event token (the experiments). Historical events to Mandik means that the event occurred in the past and that the event was a token: a specif event, those being the experiments done in the 70s in underground facilities to unconsenting citizens.

The third element is that it attributes a large role to the beliefs of the agents involved. This element is covered by MK Ultra since it does contribute to the plans of the government, which was to be able to control their subjects and use some techniques in war. The agents believed this was right to do since it would help America later on and even continued to amp up the torture methods.

The fourth element state that it has to be intended by conspirators. And yes, Project MK Ultra was intended by the CIA, Canada, and their collaborators. The CIA was able to perform in colleges and hospitals by masking as front organizations in intend of being secretive. Thus, one could say that the officials at certain locations were conspirators since they knew that the torturing was occurring but followed instructions to keep quiet.

The fifth element is to keep their intentions secret. Mandik says that deceive is defined by believing something that is not real, and those workers believed that an experiment was done, but not at the magnitude and inhumane manner is was. In the case of MK Ultra, the project was intended to be kept hidden and secret. Files were ordered to be destroyed as soon as suspicion arose. The public did not know of the details of the experiments until an act of freedom of 1977 demanded them to reveal the records.

Since MK Ultra checks off all the elements for Mandik, it is a conspiracy theory under his criteria. The secrecy and government activity that surrounds this event makes it all a conspiracy under Mandik's elements. Although the event itself can be considered a conspiracy, the events relating to it, like Hollywood used MK Ultra strategies to control Hollywood celebrities do not fit Mandik's criteria.
